วันที่ 12 กันยายน 2562 ณ หอประชุมวทัญญู ณ ถลาง มทร.อีสาน นครราชสีมา กรมส่งเสริมวัฒนธรรม (สวธ.) กระทรวงวัฒนธรรม จังหวัดนครราชสีมา ร่วมกับ มทร.อีสาน และภาคีเครือข่าย จัดโครงการศิลปินแห่งชาติ สืบศาสตร์ สานศิลป์ เปิดประตูสู่เมืองศิลปะ หรือ ศิลปินแห่งชาติสัญจร 2562 โดยได้รับเกียรติจาก คุณหญิงปัทมา สีสวัสดิ์ตระกูล ประธานกรรมการกองทุนส่วเสริมงานวัฒนธรรม กรมส่งเสริมวัฒนธรรม เป็นประธานเปิดงาน พร้อมทั้งมี ว่าที่ร้อยตรีนิรันดร์ ดุจจานุทัศน์ รองผู้ว่าราชการจังหวัดนครราชสีมา กล่าวต้อนรับ และ ดร.กมล ทัศนาญชลี ศิลปินแห่งชาติ กล่าวถึงความเป็นมาของโครงการ โดยโครงการนี้จัดขึ้ันเพื่อส่งเสริมสนับสนุนให้นักเรียน นักศึกษา เยาวชน ครูอาจารย์และประชาชนทั่วไป รวมถึงหน่วยงานภาครัฐและภาคเอกชนในระดับท้องถิ่น ระดับภูมิภาคและระดับชาติ ได้เรียนรู้สืบสานมรดกวัฒนธรรม และได้รับการถ่ายทอดมรดกภูมิปัญญาจากศิลปินแห่งชาติ พัฒนาทักษะและต่อยอดองค์ความรู้ทางด้านศิลปะ โดยโครงการศิลปินแห่งชาติ ในปี 2562 กรมส่งเสริมวัฒนธรรมได้กำหนดจัดขึ้นทั้งหมด 5 ครั้ง โดยการจัดที่ มทร.อีสาน นับเป็นครั้งที่ 5 ซึ่งทางมหาวิทยาลัยยินดีเปิดพื้นที่ให้เยาวชนและประชาชนได้เรียนรู้และสร้างสรรค์งานศิลปะให้เกิดขึ้นในจังหวัดนครราชสีมา เพื่อเป็นการต่อยอดองค์ความรู้ทางด้านศิลปะให้มีความก้าวหน้ายิ่งขึ้นไป

กรมส่งเสริมวัฒนธรรม กำหนดจัดการอบรมสืบศาสตร์ สานศิลป์ ศิลปินแห่งชาติ (ศิลปินแห่งชาติสัญจร)ขึ้นเพื่อเป็นการต่อยอดองค์ความรู้ทางด้านศิลปะ ใน ๓ สาขา ได้แก่ทัศนศิลป์(จิตรกรรม ภาพพิมพ์ สื่อผสม ประติมากรรม ภาพถ่าย และงานสถาปัตยกรรม) วรรณศิลป์(เรื่องสั้น กวีนิพนธ์ ฯลฯ) และศิลปะการแสดง(นาฏศิลป์ และการขับร้องเพลงลูกทุ่ง) ร่วมถึงฐานกิจกรรมแลกเปลี่ยนเรียนรู้ศิลปะ สู่บุคลากรทางการศึกษา ให้แก่ นักเรียน นักศึกษา เยาวชน ครู อาจารย์ และผู้ที่สนใจในงานศิลปะ เป็นการสร้างแรงผลักดัน ความมุ่งมั่น และสร้างแรงบันดาลใจในการสร้างสรรค์ผลงานศิลปะให้ดียิ่งขึ้น และมีโอกาสพัฒนาทักษะในการสร้างสรรค์งานศิลปะของตนเองอย่างสม่ำเสมอ วิทยากรโดยศิลปินแห่งชาติ และผู้ทรงคุณวุฒิ
